The provisions of Wis. Stats. § 134.71, relating to pawn brokers and secondhand article and jewelry dealers, except provisions
therein relating to penalties to be imposed, are hereby adopted by reference and made a part of this article as if fully set
forth herein. Any act required to be performed or prohibited by any statute incorporated herein by reference is required or
prohibited by this article. Any future amendment, revisions, or modification of the statutes incorporated herein are intended
to be made a part of this article for the health, well-being and safety of the citizens of this village. Furthermore, in the
event that any of the penalties set forth in this article are deemed by a court to be beyond the authority or jurisdiction
of the village, then, in that event only, the penalty provisions set forth in Wis. Stats. § 134.71, are hereby adopted.
